Yaacoubi Montassar

The Operation Mosaic arose from the investigative developments following the terrorist attack in Berlin in December 2016. Investigations focused on individuals around the terrorist Anis Amri and disarticulated a criminal network involved in the production and delivery of forged Italian documents to irregulat migrants; Anis Amri himself had been a beneficiary years before. The operation was therefore part of a broader investigation aimed at striking criminal organisations dedicated to criminal activities, also instrumental to international terrorism. Within this context, the figure of Yacooubi Montassar emerged. Yacooubi Montassar was born in Tunisia on 28/08/1993 and arrived as an irregulat migrant together with Anis Amri in Lampedusa in 2011. They were both minors at that time, and for this reason they shared an accommodation at Belpasso. Years later, after serving a 4-year prison sentence for damages, injuries, and threats, Anis Amri was hosted by Montassar during his extended stay in Latina before departing for Germany in July 2015. Yacooubi reported that, during his stay, Anis Amri contacted Baazaoui Akram (Known for the illicit supply of false documents ) and later Mounir Khazri (Known for his dangerousness and degree of radicalisation) to illicitly obtain false documents to leave the country under false identity.
Within the Detention Center near Bari, due to the expulsion order from the Minister of the Interior dated 06/03/2019 against him, Montassar shared the same lawyer and the housing module with Touami Athmane. Touami Athmane is affiliated with ISIS, connected to the Bataclan attacks, and known for proselytizing actions in prison. Touami Athmane’s jihadist radicalization process is evident from intercepted conversations with Montassar discussing the Egyptian political-religious preacher Mohamed Hassan, a leader of a Salafist movement openly opposed to the Syrian leader Bashar Al-Assad, and a supporter of jihad in Syria. In an intercepted conversation, Montassar inquired Touami about the Bataclan attack and referenced the name of the Belgian terrorist Abaaoud Abdelhamid (Lion of the Caliphate), who died in a French police raid in France. The content of the dialogue indicated that both Montassar and Touami were aware of the individuals and the terrorist event. Montassar ended up in Velletri’s prison and appeared to have become a collaborator of justice. On 08/07/2019, he was responsible for a violent uprising in the prison.
