Raed al-Salahat
Raed Al-Salahat, born in January 1977 in Kuwait, is considered a member of the Italian branch of the terrorist organization Harakat al-Muqawama al-Islamiyya (commonly known as Hamas) and belongs to the operational network led by Mohammad Hannoun, with whom he shares activities, relationships, and decision-making processes.
He was employed by the Associazione Benefica di Solidarietà con il Popolo Palestinese (ABSPP) from 2011 to 2019 and again starting in July 2024, when he assumed the role of regional coordinator for Tuscany, particularly for the city of Florence. He is also a co-founder and local representative of the association, contributing to its operational expansion across Italy. Although he was not formally listed within the association between 2019 and 2024, he continued to be part of the group, sharing its strategic direction and maintaining ties with the organization’s European leadership.
Within the structure, Al-Salahat holds a senior hierarchical position, directly participating in strategic decisions alongside Hannoun and other members of the network, including those concerning the creation and management of additional affiliated entities such as “La Cupola d’Oro.” His operational role extends in particular to the collection and management of funds sent abroad, formally justified as humanitarian aid but, according to investigators, integrated into Hamas financing channels. Over time, he has contributed to the transfer of substantial sums, although these remain below the overall amount of €7,288,248.15 attributed to the network.
His level of integration into the international dimension is confirmed by his membership on the board of the Palestinian European Conference (EPC), where he works closely with Majed Al Zeer. His presence within this body reinforces his role as a link between the Italian structure and the broader European network. He also maintains ongoing relations with Amin Abou Rashed, with whom he reportedly has daily communications, and acknowledges Majed Al Zeer as the individual who introduced him into the European network.
Further elements confirm his embedded role within the network. According to statements by Hijazi Souleiman, Al Salahat occupies a prominent position within the internal hierarchy. He actively participates in fundraising activities and in managing financial flows, operating in coordination with other members of the structure.
From an ideological standpoint, Al Salahat has openly expressed support for the organization. On October 7, 2023, he published two posts praising the attack carried out by Hamas, demonstrating direct alignment with the group’s positions and actions.
Overall, Raed Al Salahat is a well-established figure within the network associated with Hannoun, holding a significant operational and decision-making role, a consolidated position within European circuits, and direct relationships with senior figures in the international structure. He actively contributes to fundraising and fund transfers, as well as to the coordination of the network’s initiatives.
Although he had been placed under precautionary measures following Operation “Dominio,” in April 2026 the Supreme Court annulled the relevant order, referring the case back to the review tribunal for a new assessment.
