    Another arrest has been made in connection with the shooting at the US consulate in Toronto last March

    A 19-year-old suspect wanted in connection with the shooting at the U.S. consulate in Toronto last March has been arrested, as police continue to investigate a spate of shootings across the city allegedly orchestrated by gun-for-hire networks.

    On 17 March, Zara Jabbi, also 19, was arrested. He faces charges including attacking the premises of internationally protected persons, possessing a loaded prohibited or restricted firearm, and stealing a motor vehicle.

    His arrest comes as the police continue to investigate dozens of shootings across the Greater Toronto Area, which are allegedly linked to criminal-for-hire networks. This comes after an officer was killed during a related raid last week. Const. Marc Pinizzotto, 43, was fatally shot while officers were carrying out a search relating to the investigation.

    Toronto police say young people being hired for targeted shootings over messaging apps

    Police said dozens of shootings across the GTA are being carried out in “gun-for-hire” schemes where young people are paid by “bad actors” to shoot at various targets, including synagogues, Jewish schools, and the U.S. Consulate. Police also said they discovered two firearms that have been linked to at least 28 shooting incidents across the GTA. They added that the weapons were likely shared by multiple different shooters.

    Investigators have identified three men allegedly connected to the two firearms, including 18-year-old Sheldon Tracey-Stewart and 19-year-old Zara Jabbi. Those two men, police said, are believed to be involved in the shooting at the U.S. Consulate back on March 10. Jabbi, police noted, is still at-large.

    Toronto police said a third man, Jayon Burgher, 18, has been charged in connection with a shooting incident in Etobicoke that has been traced back to one of the two guns seized by police.

    The firearms, a 45-calibre handgun and a nine millimetre handgun, were discovered after members of the Emergency Task Force carried out a series of search warrants last Thursday. During the raids, police said, Const. Marc Pinizzotto was shot and killed inside an apartment unit in North York. That suspect, identified by police as 19-year-old Nicholas Bennett, is facing one count of first-degree murder in connection with the officer’s death. Bennett, police said, will also be charged in connection with two other shootings back in March that police said are tied to the weapons that were seized last week.

    Instead of deportation, al-Qaida sleeper agent Mohamed Harkat was granted a new review

    An accused sleeper agent for al-Qaida’s terror network who Canada has been trying to deport for 24 years won another reprieve when a Federal Court judge granted him a new review instead of deportation.

    Mohamed Harkat, an Algerian citizen, came to Canada in 1995 claiming refugee protection, but in the wake of the 9/11 terror attacks on the United States the former pizza delivery driver and gas station attendant was accused of being a sleeper agent in Osama bin Laden’s global network.

    His arrest in 2002 sparked an enormous legal fight that has been running up and down in Canada’s highest courts ever since.

    Harkat was formally granted refugee protection in 1997. Five years later, Canada issued a security certificate against him under new laws enacted amid heightened attention and concern of Islamic terrorism after the Sept. 11, 2001, attacks.

    Mohamed Abdullah Warsame pleaded guilty to making terrorist threats

    Mohamed Abdullah Warsame, a 52-year-old Montreal resident with a history of links to al-Qaida who was arrested last year, pleaded guilty to making terrorist threats. This included a statement made at a homeless shelter in which he said that he wanted to build bombs to ‘kill a million people’ in Montreal.

    In 2025, he informed a social worker that he had been trained in Pakistan in 2000 in how to build explosives and handle firearms. He also claimed to have met Osama bin Laden. Warsame also said that the Prophet Muhammad visited him in his dreams and gave him permission to act. According to court documents filed in a U.S. criminal case brought against Warsame many years ago, he informed the FBI that he had visited two al-Qaida training camps in Afghanistan and attended lectures by Osama bin Laden.

    In May 2009, Warsame pleaded guilty to providing material support to a foreign terrorist organisation – al-Qaida. On 9 July 2009, a US district court judge in Minneapolis sentenced Warsame to 92 months in prison, followed by three years of supervised release. At the time, Warsame was a naturalised Canadian citizen of Somali descent.

    Men arrested in Lévis on terrorism allegations

    RCMP Federal Policing Eastern Region arrested Mohamed Ali Ben Chaoua, 40, from Lévis, this morning as part of a national security investigation. Québec City Detachment officers conducting the case had reasonable grounds to fear that Mr. Ben Chaoua may commit terrorism offences.

    The investigation began in March 2025 following an online report to the RCMP’s National Security Information Network. According to information gathered so far, Mr. Ben Chaoua allegedly made numerous posts on TikTok in support of the Islamic State.

    Court files show Boughadou denies joining ISIS and claims he traveled to the region only to search for his wife and child. His case highlights Canada’s broader struggle with Canadian Extremist Travellers, as several Canadians detained in Syria, Iraq, and Turkey seek repatriation while intelligence agencies warn some may pose a national security risk. Officials state that returning extremists can be monitored and charged, but evidence from conflict zones is often limited.

    Canada has repatriated women and children from ISIS-held areas but no men, and is not currently repatriating Canadians from Iraq. Boughadou argues he is effectively stateless, his health is deteriorating, and is willing to surrender to the RCMP upon arrival. He is asking the Federal Court to order the government to issue him a travel document so he can return.

    Ottawa teen found guilty of plotting ISIS-inspired attack targeting Jewish community

    A 17-year old Ottawa boy was found guilty of four terrorism-related offences after an unusual one-day trial designed to preserve his right to appeal earlier rulings. According to a 50-page agreed statement of facts, the teen, radicalized only by ISIS propaganda and an unidentified contact known as “Klm” or “Gh D”, planned a pressure-cooker bomb attack around Christmas 2023 with the goal of “murdering as many Jewish people as possible.” Police found acetone, oxidizer, and 6,000 steel ball bearings in his bedroom when he was arrested.

    The teen also shared bomb-making instructions with another youth, sought an illegal submachine gun, and encouraged someone in the U.S. to kill Jews, which was an online exchange that first alerted the FBI, who then tipped off the Royal Canadian Mounted Police (RCMP). Investigators seized his devices after he accidentally left his phone on a city bus, and prosecutors said he consumed and distributed ISIS propaganda, instructional materials, and violent nasheeds.

    He has been held in custody since December 2023, and federal prosecutors plan to seek an adult sentence at a future four-day hearing. A second Ottawa teen, alleged to be his co-conspirator, faces a separate trial and remains presumed innocent.

    Canadian man who stabbed soldiers at military recruitment center granted permission to travel abroad

    Ayanle Hassan Ali, who attacked soldiers at a Toronto military recruitment center in 2016 while saying “Allah told me to do this,” has been approved a three-week trip to Saudi Arabia and Somalia, despite officials warning he “continues to pose a significant threat to public safety.” Ali was found not criminally responsible in 2018 due to schizophrenia and has been living in the community under a conditional discharge.

    The Ontario Review Board said Ali wants to complete a pilgrimage to Mecca with his father and meet a potential arranged-marriage partner in Somalia. Doctors testified that Ali remains deeply religious, attends mosque daily, and has been stable on medication, though he still experiences intermittent paranoid thoughts. A hospital report assessed his risk as low only under continued supervision.

    Ali’s 2016 attack lasted under a minute but injured multiple soldiers, and investigators later found he has been experiencing severe untreated psychosis for years. The Review Board ultimately allowed the trip under strict conditions, saying Ali shows remorse and understands the need to remain compliant with treatment.

    Canadian ISIS recruiter released despite parole board warning he remains radicalized

    The Parole Board of Canada approved statutory release for Ashton Larmond, arrested in a 2015 Royal Canadian Mounted Police (RCMP) counterterrorism operation, after he served two-thirds of his 17-year sentence. The board stated that Larmond continues to hold extremist views and poses a public-safety risk, ordering strict conditions including monitoring of his phone use and finances, mandatory treatment, and residence in a psychiatric or community based facility.

    The board cited a March incident in which Larmon repeatedly struck another inmate, breaking his nose, as evidence he remains “comfortable with using instrumental violence.” Larmond had previously encouraged his twin brother and others to join ISIS and provided funds to support their travel. The board said his reintegration potential is low and that he lacks a viable release plan.

    Larmond’s release comes amid what Canadian intelligence agencies describe as renewed ISIS recruitment efforts in Canada. Canadian Security Intelligence Services (CSIS) warned in its latest report that ISIS continues to inspire supporters domestically and that Daesh-enabled or directed attacks remain a concern. The board said Larmond will remain under multiple restrictions due to the ongoing risk he presents.

    Toronto man charged with public incitement of hatred after anti-Semitic sign displayed at North York demonstration

    Toronto police arrested Muhammad Anas Sial, 33, for Public Incitement of Hatred following a demonstration at Bathurst Street and Sheppard Avenue West on 15 March 2026. Investigators allege the accused attended the protest with other demonstrators, displayed an anti-Semitic sign, and marched toward a group of pro-Israeli supporters while shouting derogatory slurs.

    On 2 April 2026, members of the Hate Crime Unit executed a Criminal Code search warrant, arrested the suspect, and seized the signs used during the demonstration. Additional search warrants were carried out at residences and a storage unit, where police seized phones, laptops, and other evidence.

    Police stated the behaviour represented an escalation posing a public safety risk, prompting an operational ban preventing demonstrators from entering nearby residential streets. The investigation remains ongoing.

    Canadian national charged with terrorism over machete attack at Nairobi mosque

    Toronto man charged with ISIS-linked terrorism and attempted kidnappings targeting women and Jews

    Montréal minor arrested and charged with ISIS-related terrorism offences

    Ontario man detained under peace bond for attempting to join terrorist group

    Toronto area teen arrested over alleged plan to travel abroad to join ISIS

    A Toronto area 18 year-old from Newmarket, Ontario, was arrested after the Royal Canadian Mounted Police (RCMP) investigators alleged he intended to travel overseas to join the Islamic State (ISIS). Court records show that on 18 December 2024, the RCMP applied for a terrorism peace bond, stating the teen “may be planning to leave Canada to participate in the activities” of the listed terrorist organization

    Although now an adult, most alleged activities occurred while he was a minor, so his identity cannot be released. He was released on bail under strict conditions and is scheduled to return to court on 15 January 2025.

    The RCMP confirmed that the Canadian Security Intelligence Service (CSIS) assisted in the investigation. The case follows several 2024 ISIS-related arrests in Ontario, including two alleged mass-murder plots and an attempted cross-border attack planned by ISIS-inspired individuals.
