Ireland warned of rising Islamist and lone-actor terror risks amid outdated surveillance laws

Ireland’s Independent Examiner of Security Legislation, George Birmingham, has warned that Islamist terrorism, lone-wolf attacks, and hostile state actors now pose significant threats to the State. His report cites recent events, like the ISIS-inspired attacks on Garda in Dublin and the 2024 jihadist stabbing of Fr Paul Murphy, as evidence that the threat environment has broadened beyond dissident republicans.

Birmingham found that Ireland’s security laws are severely outdated, leaving Garda unable to intercept communications on WhatsApp, Telegram, Snapchat, or access mobile-phone data older than 12 months due to EU restrictions. He said these gaps seriously weaken terrorism investigations and leave Ireland vulnerable to attacks planned or launched from within the State.

The report also highlights growing concerns about extreme right and left-wing extremism, and recommends major legislative reform, including modern interception powers and tools such as IMSI catchers. Birmingham stressed that criminals and terrorists should not enjoy immunity from digital surveillance and urged urgent updates to Ireland’s security framework.

Sentencing delayed for Dublin man who set McGregor’s pub on fire and stabbed Garda in ISIS-inspired attack

The special Criminal court postponed the sentence for Abdullah Khan, 24, after requesting a full probation report on his radicalisation and need for strict post-release supervision. Khan has pleaded guilty to eight offences, including arson, assault, endangerment, and engaging in terrorist activity, after setting fire to Conor McGregor’s Black Forge Inn in July 2025 and stabbing Garda Gary Lynch four days later while shouting religious slogans.

Khan stabbed Lynch in the arm and attempted to attack as second officer before being subdued. Lynch required surgery for nerve damage. Khan admitted both crimes, saying he was motivated by anger over perceived insults to the Prophet Muhammad and had pledged allegiance to ISIS after consuming extremist material.

Detectives said Khan adhered to Salafi-jihadist ideology and was part of a group of like-minded radicals. He told investigators his actions were meant to “send a message” to McGregor and the Irish government. The case was adjourned to 13 July, and Khan remains in custody.

ISIS-inspired attacker targeted Dublin pub and police in separate incidents

Abdullah Khan, a 24 year-old self-described Salafi jihadist, carried out an arson attack on a Dublin pub owned by Connor McGregor and later stabbed a police officer shouting “Allahu Akbar.”

Authorities say Khan was inspired by ISIS ideology and pledged allegiance to the group, citing influence from ISIS founder Abu Musab al-Zarqawi. He stated his actions were intended to send a message in response to perceived insults against the Prophet Muhammad and individuals with “right-wing” views.

Khan set fire to the Black Forge Inn in July 2025 and, days later, attacked two officers on patrol, injuring one with a knife. He has pleaded guilty to multiple charges, including engaging in terrorist activity, and authorities noted he may be linked to a broader network of like-minded individuals. The sentencing is pending.

Closure of Dublin mosque raises concerns over potential extremist influence

Members of the Muslim community in Dublin warned that the closure of the Clonskeagh mosque, Ireland’s largest Islamic center, could create conditions for increased radicalization among the youth.

The mosque, closed since April 2025 due to internal disputes and governance concerts, had previously played a key role in countering extremism by providing guidance and community support. Community members stated that its absence has created a “vacuum” that could be exploited by extremist influences or criminal elements.

While no direct activity has been linked to the closure, concerns remain that the lack of a central community space may increase vulnerability to radicalization, particularly amid heightened tensions related to global conflicts.

Ireland officially confirms first jihadist attack in EU report

A Garda Síochána has formally confirmed Ireland’s first jihadist attack, reporting to Europol that a 16 year-old radicalised online stabbed Defence Forces chaplain Fr Paul Murphy at Renmore Barracks in Galway on 15 August, 2024. The teen repeatedly stabbed the priest through the window of his moving car with an eight-inch hunting knife before being restrained by Defence Forces personnel.

The attacker, who had converted to Islam at 15 and consumed ISIS-style propaganda, later pleaded guilty to attempted murder and received a 10 year detention sentence, with two years suspended. Fr Murphy survived and publicly forgave the boy during sentencing.

Europol’s 2025 TE-SAT lists the Galway stabbing as one of six completed jihadist attacks in the EU in 2024, all carried out by lone actors, part of a wider rise in Islamist-inspired violence linked to online radicalisation and global conflicts.

The assault left the chaplain with severe injuries, including lasting damage to his arm. During the court hearing, Murphy publicly forgave and embraced the attack. The case highlighted concerts over online radicalization of minors in Ireland.

PSNI investigates possible Islamist motive in Belfast stabbing

Police in Northern Ireland are examining whether religious ideology played a role in a 1 March stabbing that left a 51 year-old man injured near Ormeau Road in Belfast. An 18 year-old suspect, who arrived in Belfast in September 2023 after traveling through North Africa, the UK, and Dublin, was initially detained for mental-health assessment and later formally arrested under Section 41 of the Terrorism Act.

Detectives say they are examining multiple potential motives, including an Islamist-inspired ideology, a hate-motivated attack, or a mental-health episode. If confirmed, it would mark Northern Ireland’s first Islamist-linked terrorist incident. Police believed the suspect acted alone and emphasized that no other individuals are being sought.

The victim was treated in hospital and discharged, and continues to receive support from specialist officers. PSNI leadership stressed that the motive remains unconfirmed and urged anyone with information to contact investigators.
