Hasan Saman Jalal

Hasan Saman Jalal, alias Bawki Sima, was born on April 1, 1979, in Sulaymaniyah, Iraq, and became part of Rawti Shax’s Italian cell. By late 2011, Nauroz provided housing for him and his family, furthering their radicalization. His wife, Shokhan, underwent the same process alongside him, fully embracing extremist ideology and actively supporting his commitment to jihad.
Nauroz played a key role in their indoctrination, repeatedly exposing them to jihadist materials and reinforcing the necessity of violent jihad and relocation to a conflict zone. He also took on the religious education of their children, instilling martyrdom and jihad as sacred duties. Their son, Paiwast, was taught to say, “Lord, kill the infidels,” while their daughter, Sima, declared she would “slaughter the infidels.” This was recorded and posted on Facebook and Paltalk as part of Rawti Shax’s propaganda efforts.
By March 2012, Jalal was fully ideologically committed to Rawti Shax’s agenda and had integrated himself into the network. He provided financial support for the organization, even diverting public assistance funds he received from social services to finance Rawti Shax’s terrorist activities. For example, he helped fund Nauroz’s trip to Oslo, Norway, where Nauroz attended a Rawti Shax demonstration protesting Mullah Krekar’s conviction.
Jalal was actively involved in spreading jihadist propaganda, maintaining ties with known terrorists, and praising their actions. He openly supported the Islamic State, advocating for its control over Kurdistan and the implementation of Sharia law. He also expressed a personal commitment to jihad and martyrdom, contemplating bringing his entire family into the conflict. His wife declared her willingness to die alongside him in the name of God, but their plans to travel for jihad were ultimately prevented.
Jalal trained his wife to use Rawti Shax’s online platform, Paltalk, where she created the profile “Daiki Shokhan” and received instructions from him on how to operate within the network. He also supported violent operations, including kidnappings and attacks in Europe and against Western interests in the Middle East, with the additional goal of securing Mullah Krekar’s release from prison.
Within the Italian Rawti Shax cell, he reinforced his own intentions, as well as those of others, to carry out terrorist acts justified by extremist ideology. He demonstrated both material and financial support for jihad, facilitating the departure of recruits to Syria and Kurdistan, while planning to relocate and fight alongside his family in support of terrorist groups.
Jalal also played a role in assisting Hodza Eldin, who, between December 2013 and January 2014, received financial and logistical support to join the al-Qaeda-affiliated Islamic State of the Levant in Syria. In particular, Jalal provided money and combat-appropriate clothing for Eldin’s journey.
In 2015 he was convicted of criminal association for terrorist purposes by the Tribunal of Trento and sentenced to four years in prison, subsequently being incarcerated in the high-security facility of Rossano Calabro. In 2017, the Bolzano Court of Appeal upheld his four-year sentence. And then, also the Supreme Court upheld his four-year sentence.
In 2021, Jalal’s request for international protection was denied, with the Venice Tribunal ruling he faced no risk if deported. The same year, he was sentenced to four years and ten months for domestic abuse but released early. In 2024 he was deported.
