Adel Abu Rawwa
Adel Ibrahim Salameh Abu Rawwa, also known as Abu Rawwa, is the coordinator for the entire North-East area of Italy of the Hannoun network and resides in Modena. He has been employed by the Associazione Benefica di Solidarietà con il Popolo Palestinese (ABSPP ODV) since October 13, 2008, and in this capacity, he oversees fundraising activities across the North-East macro-area.
Within the structure, he works in close collaboration with Mohammad Hannoun and other individuals under investigation, participating in decision-making processes related to association initiatives, including those aimed at establishing additional entities such as the charitable association “La Cupola d’Oro,” conceived to strengthen fundraising activities.
Since the beginning of his employment, he has been involved in collecting funds formally intended for humanitarian purposes in support of the Palestinian population, but which, according to the investigative reconstruction, are attributable to the operational network. Overall, he has contributed to the movement of significant sums, although these remain below the total amount of €7,288,248.15 attributed to the network.
He plays a central role in the fundraising system in the North-East and has been the subject of reports by the Financial Intelligence Unit (UIF) in relation to the auction purchase of more than forty properties within a very short timeframe, without resorting to traditional bank financing.
A significant episode dates back to February 2024, when he allegedly personally delivered a backpack containing €180,000 to Hannoun. Similar cash transfers reportedly occurred subsequently also involving Elasaly Yaser. In a wiretapped telephone conversation with Hannoun, he allegedly stated that he had collected between €900,000 and €1 million.
He also represents a key figure in connections with Egypt and nearby areas. He has traveled to Gaza thanks to his contacts with Alisawi, who acted as a coordinating figure facilitating the entry of donations into the Gaza Strip. According to investigative findings, Hannoun considered him indispensable for fundraising activities, to the extent of dissuading him from traveling to Gaza on one occasion due to his central role in fundraising operations.
He also appears in contexts related to the 29th anniversary of Hamas in connection with celebratory material attributed to the organization.
Following Operation “Dominio,” he was placed under precautionary measures within the criminal proceedings initiated against him. Subsequently, in April 2026, the Supreme Court annulled the relevant order with referral, ordering a new review by the competent tribunal.
